Generic database delete handler. Assumes that sun.jdbc.odbc.JdbcOdbcDriver is in the classpath.
Attributes:

• conn - Sun JDBC/ODBC bridge URL to the database.
• table - Name of the table that the delete will operate on.
• filter - SQL where expression that will limit the records deleted.
