Bug fixes and new features since 1.1.4
    * Fixed select() function when called via WOW64

    * Fixed Cygwin support:
       * The calling convention is now specified so applications can link to sctpsp.lib.
       * Extra Cygwin-specific code was added so that the sctp_ functions work.
       * netinet/sctp.h and netinet/sctp_uio.h are installed under the "inc" directory.
    * Fixed uninstallation: the sctp service wasn't being removed: it now gets deleted.
    * Private PDB files are now installed in the bin directory so users can obtain stack traces.

    * sctp.sys is now signed with a test certificate, which allows SctpDrv to be
      used with test-signing enabled.
    * SctpDrv.chm, a HTML Help file, is now installed on the target system.
    * Fixed WOW64 support: 32 bit applications can now use SctpDrv on 64-bit Windows.
    * Fixed race in SCTPDispatchConnectRequest: the connect function would appear to
      succeed despite no server listening.
    * Fixed ABI mismatch between kernel and userland: the sctp_initmsg struct was updated 
      for FreeBSD 8.0 to have 4 16-bit fields, but the Windows userland still had 2 32-bit 
      fields and 2 16-bit fields.
    * Require fewer access rights when dereferencing the event objects - fixes calls to 
      WSAEventSelect and WSAEnumNetworkEvents.
    * Fixed deadlock between functions in uipc_syscalls.c and uipc_sockbuf.c due to different 
      order of acquisition of so_event and so_snd/so_recv locks.
    * Fixed crash in LockWsabuf due to attempting to unlock a buffer we didn't successfully lock.
    * Fixed some bugs in echo_client and echo_server.

- Fixed 2 more memory leaks:
 - In SCTPCloseSocket, the memory allocated to socketContext->protocolInfo wasn't being freed. 
   This caused a large amount of memory to be leaked when a socket was closed.
 - In ifnet_create_by_index, the memory allocated to ifEntry wasn't being freed.
- Improved the build script: it now prints an error message if it can't find the WDK.

- Fixed various errors found with the Driver Verifier (verifier.exe)
- Substituted call to RtlRandomEx with random implementation from FreeBSD since
  RtlRandomEx shouldn't be called at DISPATCH_LEVEL.

- Added annotations suggested by OACR. SctpDrv can now only be built with WDK 7.0.0.
- Removed checks that all locks have been released when exiting from the firewall functions.
  Since they can be entered from the sctpDrv output path, locks may still be held.

 - It now builds using WiX 3.0 and runs using MSI 3.1.
