GROL & Radar Licenses

General Radiotelephone Operator License is required to adjust, maintain, or internally repair FCC licensed radiotelephone transmitters in the aviation, maritime, and international fixed public radio services.


It is also required to operate the following:
  • Any maritime land radio station or compulsorily equipped ship radiotelephone station operating with more than 1500 watts of peak envelope power.
  • Voluntarily equipped ship and aeronautical(including aircraft) stations with more than 1000 watts of peak envelope power.
Qualifications:

To qualify for the GROL, you must:
  • Be a legal resident of (or otherwise eligible for employment in) the United States.
  • Be able to receive and transmit spoken messages in English.
  • Pass elements 1 & 3 exams. (MROP & GROL)
The FCC GROL License is good for the licensee's lifetime.

To Obtain the GROL License, submit to the FCC Form 605 along with the appropriate Proof of Passing Certificates for elements 1 & 3.

Marine Radio Operator Permit

Marine Radio Operator Permit is required to operate radiotelephone stations aboard vessels of more than 300 gross tons, and vessels; which carry more than six passengers for hire in the open sea, or any tidewater area of the United States.

It is also required to operate certain aviation radiotelephone stations and certain coast radiotelephone stations.


Element 1
  • Basic radio law and operating practice.

  • Element 1 exam consists of questions in the following categories:

    • Equipment Operations - 6 questions

Ship Radar Endorsement

Ship Radar Endorsement is required to repair, maintain, or internally adjust ship radar equipment.


To qualify, you must:
  • Hold or qualify for a GROL, or GMDSS Radio Maintainer's License, or First Class Radiotelegraph Operator's Certificate, or Second Class Radiotelegraph Operator's Certificate.
  • Pass Element 8 written exam.
Submit FCC Form 605 along with the appropriate Proof of Passing Certificate for element 8.

Element 8
  • Ship Radar Techniques. Specialized theory and practice applicable to the proper installation, servicing, and maintenance of ship radar equipment in general use for marine navigation purposes.

GMDSS Radio Operator's License

The GMDSS Radio Operator's License is good qualifies the holder to operate, and make some basic equipment adjustments to Global Maritime Distress & Safety System (GMDSS) radio installations. It also confers the operating authority of the MROP.

Qualifications:

To qualify you must:
  • Be a legal resident of (or otherwise eligible for employment in) the United States.
  • Be able to receive and transmit spoken messages in English.
  • Pass elements 1 & 7 exams.
The GMDSS Radio Operator's License is good for the licensee's lifetime.

To Obtain the GMDSS Radio Operator's License, submit to the FCC Form 605 along with the appropriate Proof of Passing Certificates for elements 1 & 7.

Restricted GMDSS Radio Operator's License

The Restricted GMDSS Radio Operator's License qualifies the holder to operate, and make some basic equipment adjustments to Global Maritime Distress and Safety System (GMDSS) radio installations, but only on voyages that remain within twenty (20) nautical miles of shore. It also confers the operating authority of the MROP.

Qualifications:

To qualify you must:
  • Be a legal resident of (or otherwise eligible for employment in) the United States.
  • Be able to receive and transmit spoken messages in English.
  • Pass elements 1 & 7R exams.
The Restricted GMDSS Radio Operator's License is good for the licensee's lifetime.

To Obtain the Restricted GMDSS Radio Operator's License, submit to the FCC Form 605 along with the appropriate Proof of Passing Certificates for elements 1 & 7R.

GMDSS Radio Maintainer's License

The GMDSS Radio Maintainer's License qualifies personnel to perform at sea repair and maintenance of GMDSS equipment. It also confers the operating authority of the GROL & MROP.

Note: In instances where an applicant qualifies for both GMDSS Radio Operator's License & GMDSS Radio Maintainer's License, the applicant qualifies to hold a GMDSS Radio Operator/Maintainer License.

Qualifications:

To qualify you must:
  • Be a legal resident of (or otherwise eligible for employment in) the United States.
  • Be able to receive and transmit spoken messages in English.
  • Pass elements 1, 3 & 9.

GMDSS Radio Operator/Maintainer License

The GMDSS Radio Operator/Maintainer License confers the operating authority of the GMDSS Radio Operator's License & the GMDSS Radio Maintainer's License (and, by extension, it also confers the operating authority of the GROL and MROP).

To qualify for the GMDSS Radio Operator/Maintainer License, you must:

Radiotelegraph Operator license

The Radiotelegraph Operator license authorizes the holder to operate, repair, and maintain ship stations, and to repair and maintain coast radiotelegraph stations in the maritime services.

Qualifications:

To qualify you must:
  • Be a legal resident of (or otherwise eligible for employment in) the United States.
  • Be able to receive and transmit spoken messages in English.
  • Pass element 1, Element 6, Telegraphy Element 1, and Telegraphy Element 2.
The Radiotelegraph Operator license is good for the licensee's lifetime.

To Obtain the GMDSS Radio Operator's License, submit to the FCC Form 605 along with the appropriate Proof of Passing Certificates for written elements 1 & 6, and telegraphy elements 1 & 2.

Ham Radio Tests

To receive a license, you must pass a test administered by a team of volunteer examiners.  ( Test Locations & Contact Info )

After you successfully complete the test, the VEC collects your Form 605 from your VE team, and after carefully screening it, forwards the information to the FCC for processing.


There are 3 exam elements. For each operator license, you must pass the elements indicated:

Element 2 - Technician Class

  • The Technician Class operator license's privileges include operating an ham station, that may transmit on channels in any of 17 frequency bands above 50 MHz with up to 1,500 watts of power.

    Technician Class operator's also have privileges in four amateur service bands in the HF range.(3-30 MHz)

  • Element 2 exam consists of questions in the following categories:


    • FCC Rules - 6 questions
    • Operating Procedures - 3 questions
    • Radio wave characteristics - 3 questions
    • Amateur radio practices & station setup - 2 questions
    • Electrical principles - 4 questions
    • Electrical components - 4 questions
    • Station equipment - 4 questions

Technician Class question pool: 394 questions.
To pass, you must answer at least 26 out of 35 questions. (75%)


Element 3 - General Class
  • The General Class operator license's privileges include all 27 amateur service bands. Upon accreditation by a Volunteer-Examiner Coordinator (VEC), an individual can help administer certain examinations.

  • Element 3 exam consists of questions in the following categories:


    • Commission's Rules - 5 questions
    • Operating Procedures - 5 questions
    • Radio Wave Propagation - 3 questions
    • Amateur Radio Practices - 5 questions
    • Electrical Principles - 3 questions
    • Circuit Components - 3 Question
    • Practical Circuits - 3 Question
    • Signals & Emissions - 2 questions
    • Antennas & Feed Lines - 4 questions

General Class question pool: 457 questions.
To pass, you must answer at least 26 out of 35 questions. (75%)


Element 4 - Amateur Extra Class

  • The Amateur Extra Class operator license's privileges include additional spectrum in the HF bands.

  • Element 4 exam consists of questions in the following categories:


    • Commission's Rules - 6 questions
    • Operating Practices & Procedures - 5 questions
    • Radio Wave Propagation - 3 questions
    • Amateur Radio Technology & Measurements - 5 questions
    • Electrical Principles - 4 questions
    • Circuit Components - 6 questions

Amateur Extra question pool: 736 questions.
To pass, you must answer at least 37 out of 50 questions. (74%)

How to use the Tutor program:

What you want to do is find out what questions you don't know the answers to.

Take every question in the element topics. You can do this a little at a time; because the computer remembers which questions you have taken.

On questions you don't know: Press the "End" key or click on "Don't Know" to miss the question.

You do not want to accidentally get a question right.

Choose missed questions for the computer to drill you in questions you have missed.

Take the sample test which represents what you would be given in a real test.

If you flunk the test you can then go thru every question you have missed by choosing All Missed Q in TEST Menu box.


If RadioTelephone Tutor doesn't seem to work; check to see if you are in missed questions mode.

If you have not taken any questions on a topic; picking missed questions will not do anything.

If you have taken all the missed questons in a topic; picking
missed questions will not do anything.

If you are in missed questions mode; change back to straight or random questions.

Use Alt M,Q,T,H to pick menu items, or use the mouse.

Any key but escape key to go to next question.


Arrow Keys:

Use arrow keys to Pick Menu items, Pick topics, Pick answers, to see the graphic figure referred to by question, to page up and page down in the Help Section.


Alt Keys:

Alt M,Q,T,H to Pick Menu items.

Enter Key:

Use to Choose Menu items, Choose topics, Choose answers.

Escape Key:

The escape key will always take you out of a section.


Mouse:

Left Mouse Button:

Right Mouse Button:
